Our Founder

Deja Kemp, JD

Deja Kemp, JD currently serves as the Senior Director of Legal Policy for Actionable Intelligence for Social Policy (AISP) at the University of Pennsylvania, where she provides legal guidance to a national network of 50 state and local governments building cross-sector data-sharing initiatives. She is also the Founder and Principal Consultant of D. Kemp Solutions, LLC, providing strategic counsel to education agencies, local governments and nonprofits on legal frameworks, governance design, and risk mitigation strategies for complex data-sharing environments.  Her expertise includes federal privacy laws, data sharing agreements, procurement and data governance.  She is regularly called on to speak to national audiences about federal privacy laws and she trains attorneys, executive leadership, and agency staff on creating scalable data-sharing agreements and building governance infrastructure.

Prior to joining AISP, Deja served as Senior Associate General Counsel for Charlotte-Mecklenburg Schools, where she advised on contracts, litigation, and administrative law matters. She also practiced with Bringewatt, Wolter & Snover, PLLC and Parker Poe Adams & Bernstein LLP, representing hospitals, local governments and nonprofits in commercial business contracts, complex regulatory compliance and civil litigation matters. She earned her BA from Dartmouth College and her JD from Wake Forest University School of Law and holds law licenses in North Carolina and South Carolina. Prior to practicing law, Deja was a middle school science teacher. She lives in Charlotte, N.C. with her husband, Anthony, and her twins, Nia & Zuri.
